Both field assistants and technical assistants supervising the implementation of the scheme at the field level will be given these phones. Field assistants having their phones loaded with a specific software and also database of the number of job seekers in their limits, will record the number of job seekers attending work by 9.00 am on the day.
This means the field assistants will maintain e-muster rolls in their mobile phones and will mark attendance in the check list to pass on to a state-level network immediately. Technical assistants armed with mobile phones having GPS facility, will measure the quantum of work done by a job seeker for the day, by using the device. They will use the GPS enabled co-ordinators to measure the quantity of work and forward this to the state-level network.
The DWMA authorities maintain that based on the data posted online about the workers and their quantum of work done for a specific period, their pay orders will be generated and payments made subsequently. In East Godavari, five lakh job card holders are on the muster rolls at present.
During social audit, the authorities found misappropriation of funds worth Rs 4.09 crore under the scheme over a period of time and so far, Rs 36 lakh was recovered. In West Godavari too, about 5.40 lakh job card ho-lders are on the muster rolls and the authorities have yet to recover misappropriated funds worth Rs 52 lakh wh-ile they managed to recover only Rs 20 lakh so far.
