Orissa: MGNREGA seems very hard to detain Migration by Alok Kumar Padhi

MGNREG Act came in to existence to check out poverty & distress migration. It also brought with the hope to create some permanent asset for the village. According to this Act came in to existence, then guide line also presented. Officials & staffs also appointed to implement the Act from state level to village level. Govt. is spending more & more money for staffs, fuels, different register for office use etc. Also as per the guide line there is the provision to give wages of labours, material costs, Rest shade, drinking water, Primary treatment to provide to the labours. But it does not seem that these are done in every village of every district of Odisha.

Why the people will be interested to come to manual labour instead of sewing of leaf or any other? Crores of rupees are spent for the awareness program of MGNREGA for the rural households. Exactly crores of rupees are spending for training to the staffs who work for MGNREGA. But it’s seemed that rural people are not in that position to understand everything. But if we think about officials they are came from very good profile. But they also do not know how to do things as per guide lines. This matter is related to the PEO of Tumandi GP in Daspalla block of Nayagarh District in Odisha.

Neither the PEO nor the GRS knew how to fill the receipt of C1 form of MGNREGA. If they do not know this thing how the Nayagarh district administration spent 92% of the total expenditure under MGNREGS in 2010-11 financial year. Now a day it is the very common question everywhere. If works will be done in this process can we say MGNREGA will arrest MIGRATION?
